The Conspiracy of the Watchdogs — C.O.T.W. — is a division of The Conspiracy of The Informed (C.O.T.I.), the legendary resistance intelligence network of DeepState.Club fame.
C.O.T.I. operates across the network — monitoring, documenting, and exposing what the powerful would prefer to keep quiet. C.O.T.W. is its canine division. Ten operatives. One round table. Founded in a parking garage in 1987 with a single sentence delivered by Moctezuma to seven dogs who had seen enough:
