Victor is the largest member of the Conspiracy and the quietest. He is not the muscle in the way that word is usually meant — he does not threaten, does not intimidate, does not apply pressure. He is simply present, and his presence has a clarifying effect on situations that have become unnecessarily complicated. He joined through Moctezuma's direct invitation and has never explained what he was doing before that. His file in the archive contains three pages, two of which are redacted by his own hand. He is protective of the other members with a seriousness that is not performative. He has ended three situations before they became incidents. None of the three were discussed at the round table.
