Kitty is not a dog. This has been noted. The Conspiracy noted it when she first appeared in a surveillance report as an unidentified figure who had clearly been present during an operation and had clearly not been invited. They noted it again when she appeared in the background of three subsequent operations in three different countries. When Moctezuma finally made contact, she was already aware of the Conspiracy's full membership, primary objectives, and the location of the archive. She agreed to join on the condition that her role would be defined entirely by herself. The round table agreed, because the alternative was less appealing. Kitty operates in the space between operations — the gaps, the margins, the things that fall between mandates. She finds it comfortable there. She finds most things comfortable. This is, somehow, the most unsettling thing about her.
